No valid Source when opening H.265 file

Description of problem or question:
No valid Source when opening H.265 file
I initially posted on the Mac section but the same problem occurs on Windows and I have tried the nightly build
which has the same issue
The Video file comes from a Hikvision CCTV camera and plays just fine in VLC



Steps to reproduce the problem (If Applicable):
Just try opening the file




HandBrake version (e.g., 1.0.0):
1.1.2



Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.13 High Sierra, Windows 10 Creators Update):
Windows 10
