Rotating mobile phone video

Description of problem or question:
I have MP4 video from a mobile (Windows Lumia 640XL) which was taken long axis horizontal - I have tried (Video, Extra Options) --rotate=90 and also --rotate=270 - no change, apart from a smaller file size lesser quality (I just used the defaults until I can get the video rotated).

Ideas?

On the filters tab is there a rotate option?
