To current workaround for this issue is to use Handbrake 0.10.5.
According to sr55 this seems to be a bug in the intel driver.
At least in my case it also helps to unconnect the monitor from the discrete graphic card and connect it to the integrated graphic card.
With this small change it seems that also newer handbrake versions are working with qsv (in my case much more slower but working).
Maybe someone with the same problem can verify that connecting the monitor to the integrated graphic cards helps.
