Why does a frame get misplaced sometimes?
Description of problem or question
Sometimes, after I Handbrake a video, there will be one or two frames added that don't belong there. Here is an example of what it looks like.

It happens a little after 7:02.
Steps to reproduce the problem (If Applicable)
It randomly happens. 1 in 15 or 20 videos has one or two frames like this.
HandBrake version (e.g., 1.0.0)
It's happened for over a year using all of the newest updates.
Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.3 High Sierra, Windows 10 Creators Update)
Win10
HandBrake Activity Log ***required*** (see How-to get an activity log)
I don't have one for the most recent video it happened in. I tend to handbrake them when I download them but I don't work on them until I can get to them. So the video linked I handbraked in october of last year.
I'm hoping that someone else has had this problem and can tell me something to do to prevent it. Thanks!

This could be caused by a filter, but we really need to see the encode log:

I don't have one for the videos it's happening in. Here is a log from another video with the same settings. I doubt that will do you any good though.

Does it happen if you don’t change the framerate?
Is it also in the original as well as the YouTube version?

its not in the original, it's only after it runs through Handbrake. I need to change the framerate so it matches up with Premeire pro properly. If I don't the audio gets de-synched.

To add to that, that's the entire reason I use Handbrake. If you download a VOD from Twitch and put it in Premeire Pro, the audio gets out of sync. I use Handbrake to get the audio to stay right throughout the video.

Does it still happen if you remove the decomb filter?

I can try it. It doesn't happen incredibly often so I won't know if it works for a while. But, I'll try it.

Should I be using Yadif or turning Deinterlacing off?

Turn deinterlace off, turn decomb off, turn comb detection off.
Maybe you should have(/make/prepare) a test case for the issue?

It only happens once every 10-20 videos, and that's doing 6+ hour long videos. Is there a good way to test for that?

It doesn't always happen on the same video. It seems completely random when it happens.
