I get these visual distortions consistently at specific times after encoding a Blu-Ray rip of CSI. Obviously, it is not there in the original so I don’t know why it always shows up no matter the settings and even the codec. I also tried several options with Handbrake nightly as well as other software like AnyDVD and the distortion consistently the same. What’s going on ?
It happens with every preset I tried
HandBrake version (e.g., 1.0.7)

Your "original video" shows distortions in the opening frame... are you certain you aren't expecting handbrake to fix a broken source?
