Temp files not being deleted

Description of problem or question
Handbrake Regular, and Nightly, are not deleting temp files.
Steps to reproduce the problem (If Applicable)
Encode a file, shutdown, and then upon the next start up, the temp files are still there.
or
Open Handbrake, and then close Handbrake. You get a folder that isn't deleted.
HandBrake version (e.g., 1.0.0)
Nightly and current release
Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.3 High Sierra, Windows 10 Creators Update)
Windows 7 Pro 64bit
Error message text or screenshot (If Applicable)
Imagine if you will, 11 GB of folders named hb.wxyz where the wxyz is a set of numbers.
Provide a URL from any image hosting site.
HandBrake Activity Log ***required*** (see How-to get an activity log)
Not an activity log item. Log has been added, just incase...
Use any pastebin website and provide the URL it generates
