H.265 10-Bit (Intel QSV) does not compress

Description of problem or question
I am using the nightly build of Handbrake and when I am using the video codec 'H.265 10-Bit (Intel QSV)' the output file is as large original disk.
In my case it was a BD disk so the output mkv was 40GB. If I use the non 10-bit version 'H.265 (Intel QSV)' then it seems to work fine (e.g. mkv output is around 10GB).

Steps to reproduce the problem (If Applicable)
select video codec 'H.265 10-Bit (Intel QSV)' and encode to mkv

HandBrake version (e.g., 1.0.0)
HandBrake-20171123-653020c_x86_64-Win_GUI.exe

Operating system and version (e.g., Ubuntu 16.04 LTS, macOS 10.3 High Sierra, Windows 10 Creators Update)
Windows 10 preview build 17046

It looks like you're using MakeMKV to talk to the Bluray, based on the fact that it's complaining about the inability to load the JRE to decode which playlist is the real one. Are you sure you got the correct one? That title number doesn't match any of the ones discussed over on the MakeMKV forum. Ripping to an MKV file first would allow you to check the mpls filename...

The log does show you used h.265 10-bit and QSV. Was the software encode that got 10GB done in 10-bit or 8-bit?

When contrasting "working like I want" and "not working like I want", having the encode log for the software encode would help.

No I am not using MakeMKV, the whole BD is copied first to disk using AnyDVD then I use Handbrake to make an mkv.
The only bit non standard is that I only Java9 installed. There is no problem using the handbrake with video codec 'H.265 (Intel QSV)'

The video encoding parameter is slightly different: Level=6.2, Quality=18 from the previous encoding. This is the log using the non-10-bit H.265 Intel QSV encoder

10-bit QSV needs a higher QP for equivalent quality/size. The QP numbers are not equivalent.

My original complaint was not about comparing 10-bit QSV against non-10-bit QSV.
It was about my original BD drive clone was about 40GB and 10-bit QSV mkv that Handbrake produce is also about 40GB.
Is that to be expected ?

Yes because you chose an inappropriate quality value. Nothing stops you re-encoding a file that's orders of magnitude larger than the source if you want.

Adjust the QP to a higher number and re-encode. You'll be able to get much smaller files without much if any perceivable loss in quality. QP18 just isn't a reasonable setting for the 10bit encoder.

Thanks, I re-did the encode with QP22 and the size went down to 25GB.

I'm not sure where the sweet spot is for the Intel encoder, but you should still easily be able to get that down. Its 1080p, so I wouldn't expect double digits unless it's noisy or very motion rich source.

So I'd maybe try going further to say 26 to 30
