Retain time stamp when transcoding Security Footage

I am taking raw footage from a Black BLK-DH201600D Security camera DVR. They output the files in an older codex wrapped in an .avi container. As most of the people I need to send these to do not have permission to install VLC, or even to update the codexes in windows media player on their work PCs, I need to transcode them to MP4 before sending them off. If you watch the original file, there is a translucent bar at the top of the video which tells you what channel the video is, and the date and time. However, when I run it through Handbreak, this disappears. I have tried converting with VLC, and had the same thing happen (and some nearly unwatchable files come out of it).

Is there a way to retain this time stamp?
