File size ended the same size?

File size ended the same size.
Set for 2 pass, but skips the first pass.
Took a little over 8 hours to process, and the file size (29 gig) ended up the same. Normally would have taken 3 to 4 hours.
Task manager showed handbrake app CPU usage was at %100 in the RED.
This all started happening recently.
I uninstalled handbrake and reinstalled it. Still the same.
Maybe something corrupt in my system?
Log as follows. This is a different log than the 8 hour log. Different file though. I saw the fps low again so I stopped handbrake knowing it would take 8 hours to process.
Any help would be appreciated.

Your feeding in already compressed h264 and using quite a high quality level so I wouldn't expect much reduction in filesize with those settings.

Try bumping the RF value to 22 which is more reasonable for HD content.
Also, if your source isn't interlaced, I'd turn off Decomb / interlace detection.

If you've got a noisy source, you may want to turn on one of the denoise filters.

Looks like MakeMKV output encoded by HandBrake with the HQ preset. I wouldn't be concerned about HandBrake using 100% CPU... it's good at that, and it's normal.

Grainy/noisy looking older films are more complex for the encoder to work with. Adding one of the denoise filters as s55 suggests could help remove the appearance of grain and make it easier for x264 to encode (smaller files!). Denoising is slow, but it will reduce your file size substantially. It's not uncommon for really grainy films to have their size reduced 50% when denoised.

Try the NLMeans denoiser on Medium strength and use the Grain tune, which only works on the color channels. This should preserve the grainy look of the film while reducing color noise/grain (which is less perceptible) and improving encoding efficiency, making a smaller file.

You may also want to try NLMeans Light or Medium strength with the Film tune, if you're not concerned about preserving the grainy look. This works on the black and white detail channel in addition to the color channels. You'll lose some or all of the gritty look of the film stock (sometimes this is desired), reducing the complexity of the picture and leaving more bits for everything else. Encoding efficiency should be even better and file size will be even smaller.

Again, NLMeans is somewhat slow, so expect more long encoding times. But your file size should shrink substantially, and you might even perceive quality to be higher overall.

Thank you s55 and BradleyS. I guess old black and white classics need a little TLC. File sizes are under 10 gig. FPS is about 13. 4 hours to process.
