Your system either has missing or corrupted system files. You might look into re-installing .NET Framework 4.6 or later and running the SFC system file checker (see microsoft site for details)

I Installed .NET Framework 4.7 from Microsoft website, and restarted the computer, then I made a system check and everything was fine. But the Error still pops up whenever I start HandBrake.

Given it's seems related to the taskbar, I'd be suspicious of anything you have installed that might customise the taskbar or windows look and feel in any way. If you have anything, might be worth disabling it, rebooting and try again.

Might also be related to citrix / remote desktop / remote sharing software.

Otherwise, I don't really know if I can be much more help. A quick google shows this is quite a common error (not just with HandBrake but dozens of apps) but I'm not seeing any real solutions.

Doubt it. HandBrake runs fine on hardware of that generation for many people.

The error is basically saying that a bit of functionality in the operating system, is missing from your computer. So when HandBrake tries to call it, it throws an error since it's not there. Given it's part of .NET and the OS, it should always be there.

So, either something is interfering with it, or something is broken with your windows install.

Doesn't look like you have much on there, so i'd probably air towards the latter.
