Is it possible to increase the volume on an existing mp4 file? One that I acquired not one that I made?
If so please tell me how.

HandBrake does have gain controls, they're found somewhere on the audio panel.

But if you're looking to "just" change the audio, handbrake is always going to encode the video at the same time.
Gain controls for audio are different according to which GUI you're using. For Windows, on each selected audio track, there is a button just to the left of the big X that will open up the "extra" controls for a track. One of the settings that will appear is "Gain".
Note that this does NOT work if you select "passthru" for the Codec.

You can also use a tool like Subler for macOS to increase or decrease the volume without altering contents of the tracks, after the fact. This simply puts a note inside the container, on the audio track, saying "play this louder/softer by default".

Not all players may honor that metadata, however, but it most likely will work on Apple devices.
