Handbrake isn't starting, even when re-installed.

Please detail your question or problem in as much detail as possible:
I recently updated windows again. Nothing out of the ordinary. Then I turn on handbrake, and it starts(according to task manager), but then just stops working(as if something turned it off. I didn't receive a log from it happening). I restarted my pc, turn it on first thing and I was able to compress a file. Then when I minimized it, thinking it's over. But it crashes on me again doing the 'start but stops' thing again. I go to Handbrake.fr to re-install my version, to only have it repeat the same things again.
Tell us about your environment. What version of HandBrake? What version of Windows are you running. etc.
Handbrake version 1.0.7, running windows 10 os build 15063.138 version 1703

This was when I restarted the first time, but then I minimized it and it crashed.

This was when I was able to get it working after a restart.

This was me trying to see why it kept on doing this.
then I decided to stop and try to use the forums. 

Update: I have tried an earlier version of handbrake, but they ended up with the same result. That is honestly weird.

Is this an issue that happened before?

If your running Rivatuner, disable it. It's causing issues on creators update of windows for a lot of apps that happen to hook d3d9.dll

Same for me. Win10 ver 1703 + MSI Afterburner/Rivatuner = Handbrake 1.07 won't start.

Disabling Afterburner and Rivatuner "fixes" the problem.

A slightly more targeted solution, if you don't want to disable RTSS altogether, is to add HandBrake.exe as a profile to RTSS and then set detection level for it to "None".
