Foreign Language Subs and Native English Subs

I am trying to understand how to use the subtitle options in Handbrake. Everything I've read (including the HB subtitle guide) has only confused me more...lol. I am encoding Battle of Britain. I have added 2 subtitle tracks.
4 Englsih (VobSub) and selected "Burn in"
1 English (VobSub) and selected "Default" (I also tried selecting nothing here)

This almost gives me what I want. It causes the German dialogue to appear in English on the screen whether I have subs turned on or off on my player. If I turn the subs on, on my player, I get double German dialogue English subs (one just above the other, unreadable because of overlap) and I get English subs for all of the English dialogue.

I realize when I turn on the subs on my player it is giving me the foreign lang. subs a second time. Can this be prevented? In otherwords, I would like the foreign lang. subs to be burned in and always appear but then have the option to toggle on/off the native language subs.

Burned-in subtitles are part of the video… thew only way to turn them off is to turn off the video. You cannot burn them in if you want to be able to turn them off.

I'm not sure I explained myself well. I find 2 english VOB tracks. One of them is the foreign language subtitles that I want on all the time. So I selected burn in.
The other track is the english subtitles and apparently the foreign language ones too. I would like to be able to toggle on/off the english ones but when I toggle them on it causes TWO sets of foreign language subtitles (this set and the set mentioned above) to be on the screen at the same time, overlapping each other in a way that is unreadable.
I would like the foreign ones on all the time (burned in) and the english ones to toggle/on off but apparently the way this dvd is authored makes that difficult or impossible...not sure which. LOL

There is no indication in the second subtitle track [1 English (VobSub)] of which subtitle packets correspond to packets present in the first track [4 English (VobSub)], and thus no way to filter packets that are present in both tracks from the second track.
