How to make anamorphic none and crop?

Hello,

I have a DVD I would like to rip and would like to make the resulting video non-anamorphic. As the video displays 640x480, I should be able to encode to 640x480 to keep the way the video would display as anamorphic. I would like to crop the overscan but I am unsure how to set sizing in relation to the crop amount. If I crop by 4 on the left and right (total of , is this cropping done before or after resizing? Ideally, I would like to set the video to 640x480 and then crop but wanted to double-check.

If you crop 4 off the left and right, the final video should be 632ishx480 to avoid distortion, since the 8 are coming off the source 720 width.
