Please help downloading Handbrake-win 2.4

I downloaded the GUI version. from the website, but when I tried to open, it kept asking me what I should open it with. I have 1 Gb RAM, I do have the windows installer 3.1 and .NET framework... . Please explain this computer illeterate in layman (step wise) language how to down load this wonderful program. Please.. please
