Playback speed too slow

Hello,
I have a problem with H264 videos playing at too slow speed. The issue becomes apparent by too low actors' voices, or music being "out of key" (as it would sound when played a bit too slowly).
Playing the same videos in a player with adjustable playback speed, e.g. "MPlayer", has revealed the percentage amounts between 2-4 % of the original speed. The issue occurs only with HD movies, regardless whether played on PC or via DLNA on TV alike...
Please note however this is NOT related to insufficient hardware performance, I have no quality issues of either image or sound involved whatsoever! I believe there must be an error in the encoding settings, but which? And are there any tools, in Handbrake or otherwise, to fix this, eg. by re-encoding the videos to another playback speed??

Any insight will be greatly appreciated - many thanks in advance!

Attached is one encode log of a standard DVD transcode done in HB locally. The second is an 'analysis' taken from 'MediaInfo's readings of another HD source (likely a BluRay), that was re-muxed in "MKVToolnix".

Isn't the difference between PAL and film 4%?

YES! Pal is 4% faster if an NTSC show or movie is used in PAL format and it drives me nuts! The voices are high pitched and sound like HELIUM!

Interesting if someone is used to that and they hear it correctly in the NTSC format, I can see how they might think everything is to LOW pitched, when in fact it's normal and original.

I was told there was NO way to alter this on handbrake......

Thank you guys. If indeed I have a NTSC/PAL problem, what to do?
To have these videos run at PAL speed, can I convert them some way?

Unless whoever mastered the DVD applied pitch correction, which they do… sometimes.
