Interface glitch?

Interface glitch?

I was just wondering if this is supposed to look this way - it's a slightly greyed area with what looks like a downward arrow on it near the bottom edge (the "arrow" does nothing if clicked).

It's a standard feature of toolbars. It's for overflow. Not something we need but it's there by default on the control.
