Is it possible to rip a movie with handbrake for windows in 4x3 (1.33:1)

BUT

Displayed on the apple TV in 16x9 (1.85:1)?

In other words - Ripping it one way (4x3) but displaying it in another (16x9)

I have a widescreen TV and the black bars on the sides are driving me crazy.

This would distort the picture. You're best bet is to encode it as you normally would, and let the TV apply one of its zoom modes. It won't be perfect, but better than stretching a 1.33:1 frame into a 1.78:1 one.
