Is there a way to see the target file size before you start a conversion?

Nope. That feature has been discontinued.

That is a huge inconvenience. Why would they discontinue such a useful feature?

It works fine. At least it has for me for hundreds of encodes over the past few years. Though don't bother bugging anyone here to get it back into the software. Aint gonna happen, period. Check out Vidcoder. It is basically Handbrake (the same quality output, uses same libraries, encoding engine, etc.), except it has a couple additional features in its gui. Vidcoder has kept target file size and it has been working fine for me when I find the need for that feature.

File Size (MB) = Total Average Bitrate (Mbps) x Time (s) / 8
You are not going to be able to determine this in advance using Constant Quality.
Even 2-pass VBR can be off.
