Lost frames on very quick motion?

I'm trying to encode something very specific, working off the dvd for this show. The show starts with some very quick flashes between still frames, and no matter what settings I try, the video comes out messed up. The first frame is missing entirely, it displays the second one for a fraction of the proper time, and then finally picks up. Any ideas on what can be done about this?

Does disabling the detelecine filter at least fix the missing first frame problem?

Nope, no picture for 21 frames.

This would be your culprit, I imagine...

Yeah, I saw that in the log too, but what could be causing it since its doing it erroneously?
