well i did.... but i was looking for a windows enviroment for the CLI (without the cygwin file) and not the GUI part.

A 100% Windows port without Cygwin is a non trivial task I suspect, considering Handbrake's strong BeOS/OS X/unix heritage... you're stuck with the cygwin.dll file. Instructions for compiling HandbrakeCLI are in the link I posted above.
