Why Isn't Copying the Best Audio Easier?

Description of problem or question:

I am trying to copy the best stream of audio from dvds / blurays. Something like...

If DTS-HD is available then copy, else
If TrueHD is available then copy, else
if DTS is available then copy, else
if 5.1 AC3 surround is available then copy, else
If AC3 stereo is available then copy

My current options are...

--audio-lang-list=eng --all-audio --aencoder=copy --audio-copy-mask=dtshd,truehd --audio-fallback=copy:ac3

This results in DTS-HD, DTS and AC3 being copied. I have set the fallback to "none" which gets rid of the AC3 but then I don't get audio if DTS/TrueHD are not available.

The documentation doesn't seem to go into excruciating detail about the logic of each of the options so it's difficult to decipher why this is or isn't working correctly.

Using the most recent HandBrakeCLI on Ubuntu 20.04

Is there a way to accomplish what I described above.?
