What happens when I choose two-pass encoding with a specified bit-rate? Does that automatically cause my vodeo stream to be VBR? (I'm assuming one-pass encoding resuts in CBR.)
Also, what happens when the deinterlacing is used on non-interlaced material?

No. If average bitrate were constant bitrate it would be called constant bitrate, not average bitrate.
The closest to VBR in the audio sense is constant quality.
Deinterlacing something that isn't interlaced lowers picture quality and wastes a lot of time.
