You can call presets from the CLI but you might need a nightly build.

Re: Need Simple CLI Arguments for Apple 1080p30 Surround Preset
I apologize in advance, but i'm really a noob.
I just want to setup a watch folder like I do with Media Encoder. I don't know what a nightly build is.
I'm really close, I can get it to render properly in the watch folder, but it doesn't render at the correct preset because I'm just using the normal default arguments in the Drop Folder app.
This is what the default argument is for reference: I need the AppleTV 1080p30 Surround.
-e x264 -q 20.0 -a 1 -E faac -B 160 -6 dpl2 -R 48 -D 0.0 -f mp4 --strict-anamorphic -m ref=2:bframes=2:subme=6:mixed-refs=0:weightb=0:8x8dct=0:trellis=0

Re: Need Simple CLI Arguments for Apple 1080p30 Surround Preset
https://handbrake.fr/nightly.php gets you to the nightly builds page. These are the most current "work in progress" versions of Handbrake, which have features destined for the next release version.
You can install them in parallel with the release version, and you could install "just" the CLI if you want, but you'll want the GUI also, so that you get the presets you want to load in the CLI.
