Why when using -w and -l do I get different size?

Why when using -w and -l do I get different size?

so when i use

-t 2 -e x264b30 -m -p -b 1500 -E AAC -f MP4 -w 640 -l 368 -B 128 -R 44.1 -x frameref=1:bframes=0:nofast_pskip:subq=6:partitions=p8x8,p8x4,p4x8,i4x4:qcomp=0:me=umh:nodct_decimate

i end up wih a file that's 700*480

why is that?

-p trumps -w & -l

Why choose an Anamorphic setting and then manually change the size to a non-Anamorphic setting?
