When you're encoding with x264 in constant quality mode, this uses a constant rate factor (CRF) instead of a constant quantizer (CQP). It's just a different constant quality method, which provides subjectively higher quality / smaller file size. It only has an effect when you have used the

flag to specify a constant quality level (0.01-0.99).

Neither of the new flags, -p nor -Q, require any arguments. They stand on their own.
