You could guess. Most movies are 23. TV Shows, it all depends. But, if it is interlaced (which you can see), then you know its 29, if its not, then it is 23.

I use ffmpegX, just drop a VOB file into it and it will give you the frames per second. But, you must be careful; sometimes the first VOB file in the set will start out at 29.9 (studio logo, etc) but will then drop to 23.9 for the actual movie. So I usually drop a VOB file from the middle of the set.

No. DVD2OneX produces a VOB set that is short by five minutes even though it reads the time correctly.

To whatever your source material is, either 23 or 29 for region 1 discs, can't speak for PAL discs.

DVD2oneX can merge DVD titles together. You don't want to re-encode when using QuickTime, have it passthrough the video and audio.
