One of us is confused.

The detelecine filer in HB is a selective detelecine filter; it detelecines what it finds to be telecined. If decomb finds a frame to have combing after detelecine runs, HB has no idea what the telecining pattern is (if it did, it would have been caught by detelecine).

If you enable decomb and detelecine it detelecines when it finds telecining and decombs if it still finds combing after that.

Sounds like a poorly authored disk. Implementing your proposal would probably make most subtitles too thin and narrow.

Is this just bad authoring? Do the subtitles have the same issue when played in VLC or DVD Player?

High Profile preset with the width/height constraint you want is probably the best option. Bump the RF up to about 22-23 and you should reliably hit your size goal.

Try pre-ripping with MakeMKV or similar, then feeding that to HB.

You may want weak denoise if the source footage is noisy.

Post your encoding log. Could be filters or similar.

There's too many possibilities to really answer your question.

The best suggestion I have is to set the quality crazy high on the capture software (to avoid another generation of quality loss), then encode with HB.
