One of us is confused.
The detelecine filer in HB is a selective detelecine filter; it detelecines what it finds to be telecined. If decomb finds a frame to have combing after detelecine runs, HB has no idea what the telecining pattern is (if it did, it would have been caught by detelecine).

Sounds like a poorly authored disk. Implementing your proposal would probably make most subtitles too thin and narrow.

One of the reasons I'm using the CLI is becasue you can't set the resolution higher than the source in the GUI, my capturing setup wrongly sets the resolution to 704*576 instead of 1024*576 so I need to adjust it up when encoding. It would be much easyer if the GUI didn't have this restriction, the...

High Profile preset with the width/height constraint you want is probably the best option. Bump the RF up to about 22-23 and you should reliably hit your size goal.
