No, but you can set the video settings to the fastest, smallest window, and then remux the audio tracks back into the source file.

Menus are such a waste of time, since I just want to watch the content and not the menus that I can't skip through or avoid. The playback device should let you pick which audio and subtitle tracks you want.
All I would want for a portable playback device would be VLC on a tablet.

Perhaps use MakeMKV to rip it, then Handbrake to transcode it.

Workaround - If you rip with MakeMKV, and then just process the video with no audio, you can use mkv tools to swap the video part out of the source file with the Handbrake'd video part.

The number you will get, will depend on the aspect ratio of the movie that you are working with. It could be anything from 1038(or so) for 1.85(the first aspect ratio that will have black bars on the top and bottom) content, to 800(or so) for something that is 2.4(the widest ratio I know of). I'm not sure Handbrake can pad(add the black bars) with your files.
For the 4 by 3 to 16 by 9, you just need to crop the files on the top and the bottom. The cropping amount would be determined by the content. I don't know if you are using PAL or NTSC materials so I don't know what to tell you.

MKV files, from either MakeMKV or some other MKV based ripping tool, would be the fastest way to rip a DVD and the quality would be exactly the same as the DVD.

1 - Rip with MakeMKV
2 - Open file from MakeMKV in Handbrake
3 - Turn off cropping in Handbrake, and adjust whatever else you want adjust.
4 - Transcode!
5 - Watch on iPod
