Not unsurprising when you are trying to encode at 300kbit. When you enable more features, it is normal that it can require more bit-rate as the encoder can be retaining more detail. If your seeing system reboots, then it's likely your hardware is going bad. No, you don't need nvEncodeAPI64.dll
That is for Nvidia NVEnc and is part of the driver. It will be present on systems with Nvidia cards only.

It looks like newage is running a Win7 machine, which is no longer supported.
Version 1.4.2 was the last release to work on Windows 7 and I don't think we had redone the Picture settings UI in that version so your only option would be to use HandBrakeCLI which doesn't have the limitation.

It's a false positive. It's not uncommon to see after a new release when AV vendors have not seen the file before.

I assume your getting the log from disk manually here?
Given that your system doesn't have an Nvidia GPU, but the API is detecting NVEnc support, I'd say you've got a Nvidia Driver installed in the background. Try removing that. Might need to use the DDU tool for it.

I would go back to 1.6.1 from the old downloads page for now. You can just install over and it should restore the old version.
