You will need to calculate the bitrate needed to get the size you want. HB cannot do these calculations for you.

Google for video bitrate calculator and you should get some options.

The formal stance on this is Target file size or derivative features such as file size estimation are not coming back to HandBrake due to accuracy issues.

Target file size is not possible within HB.

You can calculate the necessary settings using an online bitrate calculator then use those settings to get your desired size.

This feature was removed from HB, if you search for target file size you will see why.

There are many file size calculators online if you google for them.

There are several examples in the Command Line Interface section. They vary in programming language, but you can use the techniques within them in almost any scripting language that can execute a command with arguments.

Trying for a target file size is not something Handbrake does.
