Actually CBR would be the worst quality. However, it sounds like you mean CRF or CQP when you're saying CBR. You are absolutely correct. Grayscale encoding is actually more of an editor/MPEG-2 encoder type of thing, before the MPEG-4/Xvid/H.264 encoding stage. I cannot, for the life of me, understand this behavior. Hopefully I can end this madness that I keep reading about in this forum.
