It does, at least 2.7.10 on OS X. It appears some versions of Python exhibit a bug where something that can potentially be null can't be repeated. I've taken the NLMeans parameters I provided here and developed a new tune called Tape for analog sources. New NLMeans tunes will be in the next nightly build. Tape is for analog tape sources including VHS, and Sprite is for most 1-/4-/8-/16-bit 2D games. After you've removed the offending track, drag the file containing the desired track onto the window.

Just tried a quick encode of the original with a nightly build and have no problems either. I suspect there is something up with your playback software, settings, or graphic drivers / control panel.

I am downloading the original file now. I do note that the HandBrake encoded clip does *not* have a vertical red line through the picture for me in QuickTime Player or VLC. Is the line present for you and if so, what software are you using the play the clip?

This would be simple enough to add. And I don't see any reason not to, so conditionally accepted (have to see what the other devs think). No objections here, either. Perhaps 72, 75, 90, 100, 120. I spec'd some of those out when I last added some, but we agreed to stick to 60 fps and lower at the ti...

Interesting, I had no idea it had such a bad rap. Well, hardware from Elgato and others may be a better choice if the source and computer aren't modern and pristine.
