And yet all the reasons for removing the target file size option have been covered in the big, and locked, target file size thread. In particular there is this post from one of the developers that explains the overall situation.

Target file size is not recommended or supported.
The recommendation is to find a quality value that generally delivers about the size you want. Some movies will be larger, some movies will be smaller. For most people it's somewhere between 18 (higher quality) and 24 (lower quality).

You should look for the biggest 'Target file size' thread that has been locked. It will have links to bitrate calculators that will help you to get your files to 4.37 GB using the Average Bit Rate system.
