This is not true (in any meaningful way) with x264/x265. I cannot speak for x265, but x264's Macroblock for High-Profile is 8x8, and the YCbCr value is 16x16. You get better compression if you crop to 8 (per side) or 16 pixels. Make sure your resolution is evenly divisible by 16.
i.e.
1920 / 16 = 120 (good)
1912 / 16 = 119.5 (bad)

The MP4 container is not compatible with PGS subtitles, which is why they must be burned in. Burned in means re-encoding the video... so that's out.
