Since the VCE encoder doesn't use the GPU cores, that's expected. The CPU load is probably audio encoding plus maybe video decode; no sense for it to get ahead of the video encode.

As this relates to a specific encode you did, the activity log from that encode would be a lot more useful than the scan log.

In general use a preset, or make a change to a preset, so it doesn't have a 1080p resolution limit, if you want video taller than 1080 pixels.
