Yes, and that's why we use x264 100% for internet delivery. We can squeeze the bandwidth way down and still have a viewable product. H.264 (and x264 in particular) scales very well to lower bitrates. I certainly agree with regard to x264. Some other popular avc encoders, not so much. Simple answer. No, Handbrake doesn't. You want MakeMKV for that. I would still be inclined to keep an ISO image of your DVD... in case the DVD(s) get damaged/lost/become unreadble in the future... look at how relatively difficult it is to play VHS these days. Hopefully in the not-too-distant future,...

I noticed this yesterday. Logs show only 10 scans are done, no matter what the setting (or how the setting is changed).

The config file also always says 10, no matter what setting is selected in the GUI.
Changing the config file by hand (to 10,15,20 or 30) doesn't alter Handbrake's behaviour.

You are getting hung-up over bit-rate. Recently I have converted approx 100 of my DVDs without setting the bitrate through Handbrake, relying on Constant Quality. Star Wars A new Hope Revisited.
