not answering the question but I would clarify that : SDK,driver and Handbrake might have a different opinions on the settings, including default ones.

just out of the interest -> what was versions of the drivers used : originally and after update ? At win 8.0 everything was as shipped originally and it worked. Win 8.1 after win update it didnt work. Not sure about driver version, but now I'm using this: Intel:10.18.10.3316 and AMD:13.151.0.0 and ...

well, you last log shows that: during the runtime - no opencl support was detected,

may be you was running HandBrake over Remote Desktop...

it might take some time to fix it...

if you run it a couple of times , you will see something like "out of memory" at the end of the log , right?

need to make sure hb.dll is located in the same folder as HandBrake.exe. The bit-ness (32 or 64bit) must be a match or you will get a crash.

do you try svn5796 and svn5818 under the same conditions - like both cases : power cable connected and Intel(R) HD Graphics 4000 is in use?
do you use/have installed any Virtu etc solutions?

there are many errors reported in your log,

if latest/nightly build will not help - to fix the issue, it would be nice to have the input file...

HandBrake is supporting QSV as much as it is possible by MSDK API, driver and OS
(beside some acceleration types of video formats and additional filters)

driver version can be used latest one available from the download pages of Intel's web site,
3071 is referred as recommended and minimum version.

I believe, there is a rule: share your logs together with issue report.
