It would appear that it's been mastered oddly, which is causing some issues on the encode. As your next step, I would suggest pre-ripping with MakeMKV.

Which tool did you use? I ask because your scan log shows several AC3 frame sync errors. A log of the encode would also help.

You can do this by using dvd decrypter. It's free. Please, don't. DVD Decrypter hasn't been updated since it was served with a cease and desist from the MPAA nearly a decade ago. It is unable to handle the copy protection measures used on many discs released since then and causes more problems than...

You also lose a lot of information like chapter markers, subtitle labels and audio track labels.

That checkbox doesn't create markers, it simply allows you to pass the embedded markers from the source be it DVD or file.

HandBrake 0.9.9 doesn't appear to work with Dxtory, I suggest updating to a current nightly build or beta release.

I'd be checking CPU temperatures and fan speeds for a start... If your CPU is overheating, say due to a poorly fitted heatsink, then CPU throttling may be responsible for the slow encode speeds. It's entirely possible that the issue is neither your NAS nor HandBrake, but rather the television you're serving to. Many televisions, while supporting MP4, do not like variable frame rate (VFR) encodes... I would try setting constant frame rate and see if that helps.

What are you using to pre-rip the disc? Also, if I remember correctly you'll need to update to a nightly build as 0.9.9 had issues with this DVD.
