Use a bitrate calculator, like one mentioned in this thread

If you're using Windows, maybe try VidCoder since it still has the target file size provision.

Handbrake does not do target file size, however you would have to use a bitrate calculator to set a value for average bitrate to get it to be the same file size.

To note, doing so is a waste of space.

I'm using a i5 660 so I'm sure it can't compare to your i7.

Perhaps you should use Vidcoder since it still has target file size, and it's based on the core Handbrake library.

Or BDRebuilder to get a BD remuxed to the size to fill a disc.

We've made it clear that it's not returning. The question is, why do you need it? What is it about constant quality that's not working for you?

Request return of Target File Size

I know there is an online calculator but it is not as handy as the Target File Size removed in v.9.6.
Also i am working most of the time in a mountain cabin and do not have internet access.

Target file size is not recommended or supported.

The recommendation is to find a quality value that generally delivers about the size you want. Some movies will be larger, some movies will be smaller. For most people it's somewhere between 18 (higher quality) and 24 (lower quality).
