What does the C in CSV stand for? Make sure you're escaping any embedded commas with a backslash. Actually, any value that contains a comma should be wrapped in quotes, and any quotes within a value escaped by doubling it. MP4ERROR: File size exceeded 4 GB; output unplayable. Enable "Large file size" to fix it.
Or run a recent nightly build, which will automatically switch to large file size if needed.

Question - is there a reason you're compiling 0.9.9 from source, rather than one of the Nightly Build releases?

There are other reasons to go with the nightly builds than better support for Win8.1, though. Better support of Bluray is worth a lot, along with automatically switching to using large file support when it is necessary.

I run the CLI on Win7 almost 100% of my encodes, without crashes. But that's not Win8.1 or the year-plus-old release version of Handbrake.

Have you tried this with one of the nightly builds, at least a version new enough to have been tested with 8.1?

Actually, you should probably look at the nightly builds; there are bugs in the release version that were fixed months ago in the nightly builds.

If this is on a Windows machine, ":" is not considered a legal character in the middle of file name. It could be that Windows simply said there is no file by that name....

You're going to be running the CPU at nearly 100% in any case, unless you have an Intel with QSV available. You'll just get more done with a faster CPU. :) I normally buy AMD units, but, for video work with HB, I'm shopping at Intel nowadays. The Hyperthreading on a 4-core Intel just suits HB better...

What container are you encoding to? MP4 no longer supports switchable subtitles, because doing so was a non-standard extension. And MP4 doesn't support PGS subtitles from Bluray.

Export to CLI is officially dead. Which is why I have a nightly build from July 2012, just before the GUI was divorced from the CLI. I have a "someday soon" project to convert the XML of the HBQ file into a command line, but that has to stay on the back burner for a while due to too much paying work...

And I've decided to UNmodify the batch files... QSV sure is fast, but the 10-15% increase in size vs. the software encoder with the same quality settings is not worth the speed.

If you ask HandBrake to use x264, that's what it will use. If you want to try QSV, you have to use it (qsv_h264). Noted, batch file changed. Recoding Andromeda (SD video), it now says 350 frames per second, instead of 105... As a side note, since you have Ivy Bridge hardware and only Media SDK API ...

The logs show when QSV is active?
