Target usage 1 is nonsense if you ask me. Huge slowdown for basically no quality improvement over TU4. Same for target usage 2. Even worse in some cases TU4 gave me better results. My recommendation is target usage 4.

As a starting point try Intels default gop settings. Advanced query field settings as below.

gop-ref-dist=0:gop-pic-size=0:target-usage=4:num-ref-frame=0

In my tests H264 has noticeably better video quality than h265. Maybe not that surprising, it's too early for h265. Maybe in a year. Also the encoding speed is extremely slow.

I don't see new interesting encoding related things in the changelog. QSTranscode reports API 1.10 with this driver as well so it could be a mistake from Intel.

Just noticed that Media SDK 2014 R2 is available.
Intel® Media SDK 2014 R2 introduces API version 1.9. This version is backwards compatible with the previous API version 1.8.
But 1.10 makes no sense, next step should be 1.9 according to this.

Here a good example, in occasional frames TU1-TU2 is far off. With TU4 I never saw such a huge loss. Slightly better for a more than twice as slow encoding speed in comparison to TU4, that's a horrendous efficiency. And to make it even worse it can be worse in quality. Doesn't work means no effect, it is VBR without extbr or mbbrc.

gop-ref-dist=4:target-usage=4:extbrc=0:mbbrc=0:gop-pic-size=0:num-ref-frame=0:lookahead=1 ref-dist 4 doesn't work with the above command line, Handbrake still using ref-dist 3. Also extbrc doesn't work but not sure about the cause, could be a driver thing as well. Driver related, extbrc doesn't work...

TU1 is nonsense, better use TU4. I have seen worse quality with TU1 in some cases and in general quality is practically the same in screenshot direct comparisons. It's not worth it since TU1 is much much slower. Trellis can help in some videos but here as well I have seen quality regression in some ...

There is no MBBRC in the log with ICQ_LA. I don't think MBBRC is working with ICQ, there wasn't any difference when I compared it with QSTranscode, so most likely SDK ignores it. ICQ is much better than the old CQP yes. ICQ+LA works better than VBR+LA it seems.

encqsvInit: MBBRC on Even with mbbrc=0 the log says it's enabled when using ICQ. Afaik mbbrc doesn't work with ICQ nevertheless. ICQ_LA requires +3-7 higher QP values to match the ICQ bitrate. Depends on the input video. I have seen much better results with ICQ in two videos and a much worse result in one video with QSTranscode at the same bitrate. For the worse video I had to use ICQ 28 whilst the other two I could use ICQ 21 to achieve the same bitrate of 5000 Kbps.

API 1.8 itself should be final. I have a slightly older WHQL driver with API 1.8 from some OEM. The QuickSyncOptions wiki isn't updated it seems, I don't know what to do in the new nightly.

I think so too, h264 should have priority. HEVC could be interesting nervertheless for quality comparisons with h264. I guess we won't see hardware support before Skylake. ICQ means intelligent constant quality algorithm...can be combined with LookAhead.
