You know the drill with the logs ;) It's not particularly stand out as "slow" but it really depends on your settings.

I suspect there is room for optimisation but I'm not going to theorise until I see exactly what your actually doing.

It won't upscale your content for you. As I said, that's typically best to the playback device to do as you'll get better results in most circumstances.

libdvdcss is not supported by us, nor does it remove anything other than css protection. Any mastering issues or other protections must be handled by actual rippers.

I'd also note that 1.0.7 is no longer supported.

Can you confirm in task manager that your running 26.20.100.6912?

Do you have a discrete GPU as well? If so, can you disable the Intel GPU in task manager, try launch HandBrake see if it works?

It would say "Virus Detected" not "Virus Scan Failed" in this instance.

It looks like something broke/crashed on your end. The download is confirmed clean and chrome is having no issues downloading it.

My guess is it's an AV issue, not a chrome issue.

Setting HandBrake to Low Priority means pretty much any other process on the box that needs CPU time, will take that CPU time from HandBrake. It doesn't make an awful lot of sense to also set affinity. For most sensible use cases, it'll work fine.

The CLI doesn't, so he'd still have to start /low in that scenario. I'm seeing no difference locally between x264/5. Affinity is correctly applied on both.

Task manager shows the exact cores that I select as being utilised.
