They are not perfectly equivalent, but x265 has worked toward making them roughly so. You'll have to test and see what you think.

You selected RF 23 for x265, which produced a video track with average bit rate less than 3000 kb/s. The VT H.265 encode was made at 6000 kb/s, hence the size difference. That would do it. Deblock is single-threaded. We're looking at replacing the current deblock with a better one, which should also be faster: https://github.com/HandBrake/HandBrake/pull/2028

Disable any filters you don't need and be mindful of audio encoding happening on the CPU.

On the audio tab, there is a selection behavior button. Make your changes there, save a new preset, and then use it for your encodes.

It's possible the source is soft telecine'd, meaning it's actually progressive but the stream tells the player to telecine on the fly. HandBrake, in this case, will ignore the soft telecine flags and work from the progressive frames.

The official presets have combing detection and decomb on by default, so the combing artifacts created by telecine are removed. This does not automatically restore the frame rate to film; to do so you must enable the detelecine filter (NTSC only).

Changing the extension to .mp2 doesn't change the fact that you've made an MP4 (.mp4) video file. On the audio tab, select Selection Behavior and adjust the rules there. Then save a new preset.

Remember also we have worked with and maintain contact with Intel people on hardware encoding features. Nobody's pointing fingers; Scott's analysis is quite well based on the facts.

You may also want to disable the Interlace Detection filter which analyzes the video to choose which frames to deinterlace. Turning this off forces all frames to be processed when a deinterlacing filter is enabled.

Upscaling is not implemented in the graphical interface, but you can do it with the command line interface. Read the --help. Switch the deinterlacing filter from Decomb to Bob and make sure the video FPS is set to Same As Source, and you should have 50 FPS video. Be sure to save a new preset to use ...

Try using NLMeans Light High Motion to clean up the noise and make the video less complex, thus more compressible.

Colons need to be escaped in bash. I see you've quoted the file name, but \: may still be required.

I believe we need libnuma for multi-socket systems, which is in consideration. What Woodstock said is still relevant.
