Changing your crf so little should not change your encode speed. Can you post logs from both encodes?

If you are also changing content then yes, encode speed will change.

Bit depth is hard to recommend for as sometimes size can go down instead of up.

If you are stuck with a 4 GiB limit, you might want to switch to ABR encoding to keep the size fixed below your limit.

As you are talking about encoding 4K content you are going to hit that 4GiB limit more often.

Is exFAT an option?

While I suspect that this file is not interlaced, x265 does have an interlace option.
