If I understand correctly, you're basically right, yes. However, you're more likely to notice blockiness like that on mpeg4 or divx rips - they are much worse at handling fast motion than h.264.

I just wanted to point out that it's perfectly possible to play "anamorphic" video in QuickTime - so long as you don't mind the video being in a .mov container. Only because iTunes makes it so. Use an app like Floola to copy videos without iTunes, and you'll see that the iPod can actually play H.264 videos wider than 640px... Slightly annoying.
