Try setting an explicit framerate instead of "Same as source". Your player is likely having problems with variable framerate video. 0.9.4 output the exact same variable framerate as 0.9.5, but it incorrectly reported it as being a constant framerate.

Try disabling "libdvdnav" under the advanced preferences. You'll need to restart Handbrake for it to take effect.

Try adding weak/medium denoise, see if that helps. If the source is as crappy as you say it is, it's going to be a battle. When you say "quality is already bad" do you mean that the quality at RF19 was significantly worse than the source, or just that the source was bad? Either way, the on...

For standard def material, start at RF18. Anything substantially lower than that and you're just wasting bits.

I follow the scene's guidelines when I encode television shows, thats why I encode to such filesize. It varies depending on length, film/animation, xvid or x264 etc. Or, you know, you could let handbrake/x264 do that for you by setting a reasonable RF value that yields a "library average"...
