Nope. Modern quality-centric encoders do not do a scan pass, thus no data upon which to base an estimate.
For bitrate-based encoders, the math is simple.
Time (sec) x Bitrate (Mbps) x .125 = File Size (MB)

Looks like a broadcast stream (TS) recording.
Sanitize dirty stream errors first in VideoRedo, and Handbrake should be happier.

Please post your encode logs. The whole logs.
That said, OBS easily records files compatible in Premiere and other NLEs.
However, that is beyond the scope of peer support for Handbrake.

2x realtime render may seem a little slow, but its not that bad. Do you have grainy source? Removing the slight cropping may speed it up "a little." So might passing through your AC3 audio.

Custom settings for Decomb are in the Filters UI.
Saving you some time here, compare EEDI2 and Default. Pick one.
