Same settings performs the same, within the margin of error. Probably a change in settings, including possibly a change in defaults (although none come to mind for x264). Same settings performs the same, within the margin of error. Probably a change in settings, including possibly a change in defaults (although none come to mind for x264). Generally maintaining resolution and increasing the RF value to get to your desired file size.

Although once the RF gets high enough (say, low 30s), then probably better dropping resolution a bit to go no higher on RF.

Yes, HB will attempt to crop off the black bars automatically, and if the automatic detection fails you can manually specify cropping.

HB doesn't detect it. Try it with HB to see if it does what you want.

If it doesn't, you'll probably need to use ffmpeg or avisynth for more control over the frame selection.

The hardware encoders still prioritize speed over all else, so you can pick your tradeoff between quality and size, you can't have both. No notable improvements in where that curve sits in the last year or two.

If you're keeping the source bitrate, there's no reason to reencode the audio. If you're changing audio codecs, there's no point in matching bitrates.

Encode both ways at a ABR target (2 pass), tune for SSIM or PSNR, and check the results.

Vagaries of how constant rate factor encoding works.

Adding big black bars will reduce the file size too. Doesn't mean it's a good idea.

In some circumstances, sure.

H.265 only beats H.264 for very low bitrates or 4K+ frame sizes. For high quality 1080 encodes, there's very little upside (but still a huge performance hit).

Much like the x264 psychovisual optimizations, you can do things that look better subjectively, but objectively have reduced the quality of the video.

Eh, a lot of them are just cheap and lousy encoders.

I'd start with the 1080p Fast preset, and maybe adjust the encoder preset a bit slower. See what that gets you on typical footage.

GPU encoding doesn't actually use the GPU, it uses some extra video encoding hardware bolted on to the side of the GPU, so you're probably looking at the wrong utilization.

GPU encoding isn't expected to use much CPU.

If the source is correctly mastered and flagged 10-bit HDR, HB will output correctly converted 8-bit SDR.
