Good to know I'm not going crazy. On the Dolby Vision updates with 1.8.2, I still don't see a way to exclude it to produce a generic HDR file. I can't remember if this is even necessary or if its compatible with non DV TVs and boxes.

Did more experimenting and the only VideoToolbox encoder that doesn't produce blocks is 8-bit H.264.
It seems like going from an 8-bit Blu-Ray source file in an MKV wrapper doesn't like any of the VTB H.265 encoders. Is this a known limitation or just a bug?

If it helps, one vote here to have the option to disable. Just reverted to last release for the time being. Some of my TVs and players support and others don't so wanted to keep everything the same.

Tried leaving out keyint=24 along with every value between 1-48. Like cropping, it just moves around where the blocking is. Just noticed cropping plays a factor. Disabling crop to remove the black bars still causes it to block but in a different place. It always block in the same places when cropped and always a different but consistent place when not cropped.

My playback app on the ATV is Infuse which had a few release where 4K playback where not enough keyframes would cause a lot of skipping and stuttering problems when resuming, FF, and RW on 4K sources. Forgot to mention, the blocking occurs because the bitrate dips to below 1000kbps ( sometimes single digit ) when viewing in an app like IINA.
